With smaller needles, loosely cast on 29 (32, 34, 37) sts.  Work in garter st for 8 rows.  Change to larger needles and work in pattern st as follows:

With larger needles, cast on 95 (105, 113, 123) sts.
Row 1 (RS):  K1, *p1, k1; rep from * to end of row.
Repeat row 1 for seed st pattern.
Work even in seed st for 2”, ending with RS facing.
Dec 1 st at each end of next and every following 10th row 8 times more.  77 (87, 95, 105) sts.
Work even in pattern until piece from beg measures 14”, ending with WS facing.
Next row (WS):  Work in pattern, increasing 8 (6, 10, 10) sts evenly across row.  85 (93, 105, 115) sts.

16” circ US 6 & 7, or size necessary to obtain given gauge. Size 5 Double Pointed needles for top of hat.

Note: the increases are made on every rs row at the beginning, and end of every side panel. You will keep the increased stitches in a waiting queue, working them in stockinet stitch until there are enough (=10) to add another repeat to the lace pattern. The row in which you increase the 10th stitch in the queue, you remove all markers and replace them in the following ws row. The next rs row will have two more lace repeats (one at the beginning and one at the end of the side panel) then before and there will be no stitches waiting in the queue.
